Accessing My Bank Account

i was contacted today from a guy I did some business with. I transfred some $ for him to his online poker acct and he paied me with his credit card on paypal.

Now he is saying that paypal contacted him and said they are going to refund his $, and fine me $500

Can they do this? If so.. what action should I take to get out of this mess?
