Basically you have to realize that you are buying something off of the internet... from a stranger... Paypal is just a payment processor... they are not a babysitter of your purchases and can't hold your hand when ultimately choosing what you purchase and who you purchase it from.
They do what the can, when they can, but honestly if you bought something and received only a partial amount of what you bought... Paypal is going to need proof of this to even try and help you... how else do they get proof? If you have a better suggestion that a police report, or a report from a postmaster, or someone else with some authority... then you should definitely let them know, perhaps they would change the policy..
But for most of the cases it is going to be Buyer Vs Seller... who's word is paypal supposed to choose??

I think paypal needs to stand behind there logo when they outhorize a seller to use the paypal for their transactions, otherwise one could think that paypal is doing froud hand in hand with thiefs!
