Paypal allows ebay policy violations/fraud
I purchased a game card for my kid that was apparently valuable. I had no idea the value of the cards but won the auction for under $20.00. The pictures in the ebay listing showed the valuable cards, however in the fine print it said he would flip a card and if you didn't win, he would send you cheaper cards of his choosing. This violated ebay's policies against lotteries and gaming. I also emailed the guy and he said I was an idiot for thinking that I would get the valuable cards for under $20.00. He thus admitted he had no intention of every flipping a coin and further insulted me. I gave all of this information to paypal and they ruled in his favor.
Of the thousands of dollars I've sent through paypal, I will no longer use them. Their "protection" against fraud is meaningless.
