Angry paypal has taken unathorised money from my account for no reason

I have just recently had to change my bank card and update my details with paypal. It said i would have £1.00 deducted but when i am verified it will be put back into my paypal account. They have also without my knowingly authorising them taken 3 amounts of £2.50 on the same day. I had enough money in my account to put a deposit on some flights but when i checked my bank my balance was lower than it should be.

I rang my bank numerous times and they couldnt trace the company as the money hadnt cleared out of my account. It is still in the process of clearing after 3 days. That night i used my mobile because i dont have a land line and i was contacting all the companies i do business with asking them if they had taken money from my account. I even rang paypal that night and they denied it saying they had only deducted £1.00. The following morning having spent time on my mobile ringing stupid premium numbers which companies use my bank confirms that paypal have requested the £2.50 3 times.

So again i ring paypal and speek to this woman who was a complete mupet, didnt care this is what happened.

1- she denied they had taken the money
2- refused to ring me back after asking 7 times through the 15 minute conversation
3- refused to put me through to a manager or even arrange for a manager ring me back
4- refused to give me the address of the headquaters of paypal and the ceo name
5- would only send me an email to explain what steps i need to do so they can resolve the claim
6- guess what i recieved a automated response on a topic which bear no relevance to my complaint

I have suspected for some time that when you ask ebay or paypal a question there answer never answers the concerns raised. This email was simply cut and pasted from a template as there was areas indicated where she failed to delete and add information.

I have tried to file a complaint at the resolution centre and wrote a complaint pressed send and was timed out and i lost all that i wrote. I did it again but cut and pasted my complaint, press sent and it asked me to choose where to send it, so i chose to send it to their Europe offices for the EU and a new box appeared to put my complaint in again. Luckly i had cut and pasted because my blood was boiling. I clicked send and guess what i have no response after 24 hours, it said your question had been sent but i have no email confirming it was recieved and they would contact me shortly, and in my resolution centre has no open dispute.

Can anyone advise me if i can take them to the small claims court in the united kingdom even though they are based in luxemburg.

I know i have the right for the £7.50 but i want to claim all mobile phone call costs attributed to their negligence. I would also like to charge for all the time and effort i have put in (if i can what can i charge per hour)

I have the small claims form at hand or would it be a good ideal to contact trading standards. I was going to contact the fsa but apparently because they are situated in luxemberg and not a bank they are above their jurisdiction (is that correct)
