I was charged twice on my credit card for the same transaction, but only one transaction showed up under my account, and the seller only received on payment. PayPal won't respond to my e-mails, and when I call I am put on hold for long periods of time and have never been able to talk to a real person. This sounds like a very common problem.

Send photocopies of your paper trail to your cc company. Call them first and find out where to send it. You'll get your money back.
