Angry Limited access b/c 'related' account - help?

My brother gets scammed by paypal. He has a negative balance. They freeze his account. Now they're saying MY account is ***ociated with his and are threatening to transfer my positive balance to pay off his negative balance. They limited my access so I can't transfer the funds to my bank account. So, I provide them with my social to prove I am not my brother but they still don't believe me. (We live at the same address but have different last names.) I'm pretty sure it's illegal to hold me resposible for someone elses debt.

Has anyone had a similar issue and was able to resolve it?

I have made over 10 calls and written countless emails. All I get is a generic response saying to resolve his negative balance and they will grant me access to mine. I'm not paying his debt. This is insane.

Any advice would be appreciated.

Default I don't know how they can make us responsible for someone elses debt!

Well, it should be illegal for them to penalize us for someone else's account. Since when are we responsible for a credit card for example in someone elses name that lives in the same household...we aren't. This is the same situation. I did not sign up for that other paypal account and they are making me responsible for it! When I called them, they said that I wasn't, but, if the person doesn't pay it off then I am paying the price of it, I can no longer do my business with them because of it. If anyone gets together for cl*** action on this count me in! A lot of people using ebay don't like to use anything else other than paypal so you have no choice and my business is paying for it for someone else's actions! Mine just got "limited" a couple of days ago. But luckily I withdrew my money 2 days before they did!!! So, I guess I will be closing my paypal account soon unless they find a different way to resolve this or hopefully they get sued! I told them it was unfair and I don't see how they can hold me accountable for someone else's actions/account!
