Virtual goods, scammed as a buyer?

Today I sent money to an unverified paypal account... stupid.

At first the seller denied the payment, "by accident"then I tried sending it again which at this time said I have lacked of funds.

On my Paypal Buyer Credit it charged me the full amount even though the payment was denied and completed.

Is this normal? Is there a waiting period for the credit back balance to show up after it said it was completed?

also strange when I called customer service then they told me the seller has the money even though he denied the payment and there was a second transaction.

There was only one on my overview page.

Anyone shed some light on this?
