Default PayPal's inconsistent Judgements on claims

There are my claim that Paypal made inconsistent judgements on, and are not willing to help me any further.

Non-receipt - Case ID: PP-378-607-227

This is the tracking info I got of the stated website

We have granted the buyer's claim because we didn't receive a response from you. PayPal has issued a refund of £28.00 GBP to the buyer. No funds have been transferred from your account. But you have taken the refund without letting me appeal, why????

The recipient contacted the post office and was told it had not arrived in the country yet. But you still gave a refund. Also why on eBay are you allowed terms and conditions and they are not up held. Yet the claim was found in there favour and I'm out of pocket £28.00. Please not a claim at my post office was opened and I informed the buyer but as she was very impatience she opened a claim I told here it takes 6 weeks.

Herewith my terms and conditions as stated on eBay
TERM AND CONDITIONS : If your address is unconfirmed, I will not be help accountable if purchases do not arrive. Please don't leave negative feedback please contact me and I can try rectify the any postal problem, as the problem is not with me as I dispatched immediately. Please also note that I do not have control over how efficient the post office is run. But I will do everything in my power to help. If you have received the item you purchased please can you leave feedback, taking into consideration of the above. If there is anyway I can improve my service please let me know. Note that we do not give refunds once a product has been post or 7 days after purchase. It usually takes 10 to 14 days providing that the post office runs efficiently. If the product is posted and returned due to non collection, please note additional postage will have to be paid in order for me to repost, also no refunds will be given on these items. Insurance is optional at your cost. If anything gets damaged or stolen please note we are not liable if you choose not to take insurance. If you choose the insurance option please note that there are procedures to follow in the event of anything getting lost, stolen or broken. Once it has been posted I will send you a tracking No. on request.

Not as described - Case ID: PP-373-848-503

We have completed our investigation of this case. We have refused this claim and a refund will not be issued. Why????

On his case I followed all the instructions that PayPal gave me. I reported it to the police I sent the police report to PayPal and photo's invoices etc, which I have attached. This item was also insured plus I was over charged for postage which as I understand you are not allowed to do on eBay. This item was badly packed with no tape and some string, this item was opened at the post office in front of the clerk. Yet the claim was found in there favour and I'm out of pocket £19.49.

Non-receipt - Case ID: PP-373-122-339

We have completed our investigation of this case. We have denied this claim and a refund will not be issued. The seller was able to provide tracking information confirming that the item was shipped to you. But on claim Non-receipt - Case ID: PP-378-607-227

I sent proof and the recipient was refund this is not consistent.

I contacted the post office with the Royal Mail tracking # HYPERLINK "" RI 961702165GB and was told it had not arrived in the country yet and it was suggest it had be lost. I contacted the sender and asked them to please open a case at there post office as it has to be done by the sender and the sender only, this person just ignored me, so I opened the case, again insurance was paid, yet the claim was found in there favour and I'm out of pocket £50.45

So in total I'm out if pocket by £97.94 and the bought items had insurance but the seller aren't willing to open claim. Its not fair that I loose a lot of money cause they cant be bothered.

I all honesty I don't think these claim where investigated very well and my side was not taken into consideration. I sent all info needed on all cases but know ever bothered to contact me. Please can you take a look at these cases again?
