I also have had paypal contact me previously about my supposed account which I do not have. Paypal better be checking accounts more diligently and also not add names to any account without notifying the person. I just had someone add their name which I have posted and I also do not have a paypal account. Be alert on putting any financial or personal info out anywhere.

he "bill chang" email is a phisher trying to get Paypal users to log into a fake site and cancel the payment... thus giving the phisher their paypal login.

If it says "Dear member", "Dear costumer" or "Dear email@adress.com", the mails are always scams. The scammers send out thousands of these emails, and don't know your name. That's why they call you "member" or "customer" instead. Some scammers have programs that calls you by your email address instead.

These emails are NOT sent by PayPal. The scammers wants you to click on the link in the mail and enter your credit card number, so they can steal your money.

Read more about phishing scams. There's lots of information on the internet.
