Default PayPal

I purchased an item and received a different item from the seller. Seller admitted the mistake but refused to exchange the item or refund the money.
I escalated the issue to PayPal and they ruled that "Based on our definition of significantly not-as-described, this claim does not qualify for a refund. We found the seller to have accurately represented the item(s) in question."
So I am stuck with an expensive item that I have no use for. PayPal acted unfairly as it ignored even the seller's admission that the item sent was incorrect. The seller is "Wu Enterprises", the username is "weshopitall".
