Fraud Sucks And Paypal Does Nothing About It

I sold a very expensive musical item on ebay a little over a month ago. The subject contacted me about this item several times through email, he won the item I sent him a invoice.
He sent me several emails saying he was having trouble with paypal. Well I finally got the money transferred to my account. I then proceeded to withdraw the money and after that cleared, I sent the item via a reputable carrier with tracking and the subject signed for the item.
Well two weeks later I get the ussual letter from Paypal saying I was in receipt of potential fraudulent funds. So I sent them the ussual list of items they need to do an investigation. Three weeks pass after this and I am told by Paypal in an email that they investigated and were charging my account for the amount that was sent to me. They claimed I didn't send them the tracking number for the item, which I did.
I then proceeded to call them about this. I went through three CSR's who proceeded to keep me on hold for 30 minutes or more. I then got a response from the last lady saying that she didn't write the email and that she saw where I did provide a tracking number, but the reason that the charge was reversed was because I "did not qualify for the seller protection policy" which to be in this all inclusive club must be pretty hard.
I could not for the life of me think of what I did wrong. This subject stole an expensive item from me, frauded me and Paypal and all Paypal can say its not their fault for taking the payment from the subject in the first place. What a crock, meanwhile they try to make me out to be a criminal and that I did something wrong! Meanwhile I am seeking advice from attorney and law enforcement, they will not get away with this.
