Fraudulent Format File Scam

Dear sir/ma,
It’s my pleasure to write you this mail. All i need from you is to please try to send the format file case showing how someone can report a fraudulent act. My reason for this mail is that i bought and paid a huge amountfor items from an ebay seller, and he told me to prepare the payment by sending him a Money Order, which i did. And he got the M.O in his hand, and after cashing out the money, refused to send my item and also the rest of my money. So i really want to make movement on this to let him realise that he can’t get away with my money and goods. So kindly PLEASE SEND THIS FORMAT TO ME.
