Hold on our paypal account is crippling our business

On the 26th July this year paypal put a hold on our paypal account, they request a load of info on our company which we provide them with, they then request more info like profit and loss statements, again we provided them with it. I have made countless calls to get things sorted out and never had 1 call returned. Eventually on the 19 Sept JIm one of them supervisors took my call, he apologiesed for their heavy handedness and removed the limitation, 2 days later it was back on, this time saying I needed to update my company details on our website to match our jimmy account. Although the limitation went on that day 19th Sept, it showed the 26th July date. We updated the same day, again countless phone calls later still no news. It turns out that because our account is in South Africa it is dealt with in Dublin, by one Arnaud Jean Pascal, who is not contactable, in fact Dublin have no clue about this department and say I need to contact the US, Dublin agents also state that they do not have paypal id numbers like the US agents do. I have been in touch with Jim, Tim, Brian and now Andy all supervisors at paypal, escalation after escalation still no help or calls back from them, over $30,000 is now in the account and the lack of cashflow is crippling our business.
