Hundreds Stolen From PayPal

Hi.
Paypal stole 535USD from our account because a buyer did a charge back on an item he bought for a different paypal account. We received a letter from paypal stating they will keep the item as payment if we did not send the funding to cover the charge back. We called paypal and told them to keep the item. It was worth 422 USD. They agreed and closed the issue. Now they have limited our access to our new account because they say we owe them 422.62 from an old issue. Even though they keep the item, they informed us they would keep the item as payment for the charge back. Now they froze our new account and demanded we pay them 422.62 while they hold our 535USD ransome. Can anyone help? Please email us.
