Making Their Own Rules

Paypal makes their own rules as they go. Paypal took my money and froze it for many months now. I was instructed to submit information to restore my account and was told the account would be available in 3 days. They were given all information requested to verify my account including proof of inventory to supply my current ebay listings. I was told that I was using a computer that was used by another individuel who had an outstanding balance of $1.27 but would not give me any more information. Paypal is holding over $800.00 of my money and I have heard nothing from them since. I would like to take action against Paypal and sue for damages.
