Negative PayPal Balance

I made a purchase of a computer and paid through PayPal. I used the wrong method instead of e-check. When the company refunded the payment so I could use e-check Paypal put a hold on the money and then withdrew a like amount from my bank account which made it overdrawn. They said that they had to put a hold on the funds until everything clearned through my bank. Then they charged me a $20 fee for having a negative balance. When the sale was completed with the computer company instead of puttting the money back into my account they gave me a paypal balance which I can only use by purchasing something through paypal. How can I get my money back from before I close my account and cease doing business with paypal.
