PayPal Account Is Frozen

I received a message from Paypal saying that they are limiting access to my account for 180 days while they investigate my account activity. However, I do not currently have any funds in my paypal account. I have, in the past, had funds up to $1500 in my paypal account but I had transferred them to my linked bank account quite some time ago. Can Paypal somehow get that money out of my bank account without my consent? Otherwise, what are they freezing if I have no money in my paypal account currently?
