To scam a seller: Bid on a moderately priced item, recieve said item, then visit Paypal’s Buyer Assurance link and claim that you did not recieve item.
Paypal will side with the buyer if the seller cannot prove, with a tracking number, that you recieved the item. In this “resolution process”, you are not allowed to defend the situation, you are only able to say a. refund money, or b. insert tracking number. There is no option to say “I don’t issue refunds on uninsured items that were lost in mail.”
This scam would work on many sellers who sell items less than $20 and don’t require mandatory insurance. I personally was scammed for about $17.
