PayPal Is Holding $20,000

I am a european seller who have been a paypal user for no less than 18 months, i have had more than hundreds of positive feedbacks.But on 11.01.2005, my paypal account has been limited with more than 20000 us dollar in it. I tried millions of times to contact them to ask for a reason, and completely followed their demands to faxed my personal document to them, but what i got is that a automatical replied email by those ^*$&%# idiots. And then phoned them up ,guess what cost more than 20 us dollars to be hold on the phone…this is enough, Is there any body kindly give some advice that is that possible to get all my money back to me after the 180 days they promised £¿If they keep delaying and holding my money what should i do then~I am helpless, please help me!!!!
