PayPal said I can’t reopen dispute

I bought a phone off XDA. The seller sent it without insurance. It was marked as “delivered” by USPS, but I never recieved the device. When I realized I never got it the first thing I did was dispute the transaction with paypal, but quickly closed the dispute since the seller seemed to be willing to refund my money. He then proceeded to back out of the refund, so I asked to have my dispute reopened. Paypal proceeded to tell me it was not possible to re-open my dispute which is ridiculous. I am being scammed and there is nothing Paypal is willing to do?? I went to my bank and did a chargeback. PayPal responded by limiting my account and requesting that I pay them the money that I had “recieved” for being unhappy with the transaction. I will not pay them money for a product I never recieved, and I refuse to succumb to their bullying. And this was certainly the last time I ever used PayPal. The only help I got was from my bank, Paypal treated me like I was the criminal instead of the victim.

    This was a very slick seller that knew exactly what he was doing by getting you to cancel the dispute. He may very well have been out to scam you from the beginning. It is usually sellers that lose when using paypal but no one is safe. At least your bank helped you out. I stopped using paypal when they started holding my money for 21 days like I am some sort of a scammer. I have never even had a dispute.

    Seems like another paypal scam. You buy something seller doesnt send it and paypal refuses to re open a dispute. That doesn’t surprise me. Good for you for filing a charge back with your bank. Be happy paypal limited your account and good for for screwing them the same way they screw everyone else by not paying them a dime
