Seller Told to Refund

I won an auction from ebay – $48.65. NEVER rec’d the merchandise from S.C. Pay Pal told the seller to refund the money. Here it is 9 months later – still NO MONEY.
I know $48.65 may not be a lot of money – BUT it is the priciple behind it. I have never been so mad at a company in all my life.
Pay Pal is run by Ebay and personally I think if you PROMISE A REFUND TO YOUR CUSTOMERS – then you SHOULD stand behind thier word.

They need to be shut down!!!!!!
