Someone Used My Info

Pay pal froze my account. They told me someone used my contact information to open an different account and that they knew who it was. They could not tell me, but they did know it wasn’t me. All they could tell me was that their address was at a hotmail domain. They said that as soon as i cleared up this other account i could then have access to my money. I have no idea who has a hotmail account and is using my address or phone number. Now PayPal has 600.00 of my money, and they expect me to be a mind reader and straighten up an account they will not give me the address to.
