Won’t Back Up Promises

I purchased a Dell Laptop computer and paid cash directly from my acct. I did not realize this was a big mistake.
When Seller delayed shipment and I had to fight to get the mdse, Pay Pal did nothing to assist me.
Now I finally have the mdse but not the power cords to make it run.
Seller shipped wrong cord hoping to get out of his responsibility.
My experience has been a nightmare and I still have a computer that doesn’t run.
Pay Pal has not backed up insurance claim, and I believe they are nothing but a scam.
