Paypal concluded buyer committed fraud but he still got money back with chargeback

After being a Paypal member in good standing for over 10 years and never had a fraud issue. This is my story in short, I mailed a cell phone to Ukraine, the buyer then opened a case with Paypal stating he never received the item, so my funds we’re placed on hold. I did some research and after contacting several other eBay members in whom he purchased cell phones, he had opened cases for the same reason as well.

I contacted Paypal and reported this and after their research they concluded that this eBay member had committed fraud, they returned me the funds. A month later the the same buyer contacted his credit card company and did a chargeback to Paypal, I spoke with three different employees at Paypal emailed them proof of the emails from other customers that we’re in the same situation, and they went ahead and return the funds to the credit card company and then Paypal automatically, without my authorization went into my account and debited the funds.

I called and complained and after speaking with someone in their collections department, they said there was nothing they could do. Is there anything else I can do at this point? How are they going to remove money from my checking account, yet even allow the charge back to go through when they knew and informed me the first time around during the first case that the buyer has been committing fraud. Any help, suggestions, or comments would be greatly appreciated. I shipped the item via USPS.

    Heres the problem with your story.
    No confirmation of delivery. FEDEX ot UPS should have confirmed that your package was delivered to the person. that is proof that you did your end of the deal.
