PayPal dispute was unfair

I have always used Paypal to make my purchases online. I recently used the service when purchasing two pairs of Louboutin heels from a buyer I was suspicious about. Turns out the shoes were fake and so I processed a dispute and was advised to return them. I sent them to the address provided and having done returns through Paypal many times before I sent them without a second thought. The package was confirmed delivered to the seller but my refund was declined. The seller stopped responding to my emails. Paypal advised that I was declined my refund because I did not require the seller “sign off” on the package. When reviewing the email after that I finally noticed the small second-thought one line requesting I send the package with signature confirmation. No where was it stated that I’d be denied my $325 if I did not provide this, nor that it was necessarily REQUIRED. I am processing a dispute w/ my credit card company and closing my Paypal account and Bill Me Later credit line.
