PayPal could not tell me why they suspended my account

About 1-2 years ago I was selling stuff on ebay and receiving payment on paypal. I was only selling for less than 4 months and one day I sold 2 pairs of bose headphones for a few hundred dollars each and I posted them. They sold right away, I mean minutes after posting the listing. Then Paypal decides to suspend my account. They hold my payment and I try to complain and dispute it. I sent them pictures of my drivers License and my social security card, they even had my bank account routing number. They tell me that they cant tell me why my account is suspend and that I will have to wait months so that they will release the payment. After many months of attempts to clear this issue, after many phone calls, emails, etc, I give up. I wait the 8 months I believe and finally get my payment released and put it directly into my bank account and take the money out.
Since then I have not been able to use ebay or paypal. Ive tried to use something else rather than paypal but most customers pay through paypal!
I have not paid my ebay fees because I cant use paypal. So my ebay is suspended until I pay the fees.

What can I do to restore my account so I can start selling again??

    Is anyone concerned about Paypal’s changes to their terms of service/privacy policies scheduled for implementation in May. Section 15.5 is quite disturbing. Authentication and Fraud Detection: In order to help protect you from fraud and misuse of your personal information, we may collect information about you and your interactions with our website or PayPal Services. We may also evaluate your computer, mobile phone or other access device to identify any malicious software or activity. Basically “If you do not agree to these modified terms, you should discontinue your use of PayPal and its services.”
